HISTORY: harrison wells (earth one) & also eobard's role in the flash.

PERSONALITY:

"Now who's the villain, Flash?! Now who's the villain?!"

Eobard takes pride in his reputation, always pushing science to its limits. Prickly at best, he doesn't open up to people, is annoyingly confident, sarcastic and calculated.
 
Eobard actually hails from the future, where he grows up obsessed with The Flash and the speed force. Extremely selfish (and perhaps uncaring of the consequences), Eobard lived a life of self-fulfillment. Whenever he failed, he would rewrite history and try and fix it, no matter who he hurt in the process. It makes sense that he grew to be short tempered and rather unstable at times.
  
Whether or not it's genuine from the remnants of the original Harrison Wells, there seems to be some glimpses of decency in Eobard. Eobard seems to genuinely care about his closest employees at STAR labs. Particularly, the relationship he cultivates with Cisco Ramon, even referring to him as a son. Evenly Barry Allen, the man he wants nothing more than to cause pain to, seems, in rare moments, to actually grow fond of.

All this suggests that deep down Eobard has some semblance of a conscience. It seems that the years spent in Harrison's body have forced him to understand the consequences of his choices. That doesn't stop him from using people as pawns, however. Even the people "closest" to him are pawns in his master plan.
 
Regardless, Eobard is gifted. He is extremely intelligent and has the ability to learn exceptionally fast. Eobard seems to understand how the human mind works and uses it to his advantage to easily manipulate others. He seems to lack the ability to feel a great deal of compassion for others. Deep down, he has a heart - soft of.

CHANGES: i'm going to completely nerf his abilities, because i imagine that'll be amusing to play out and see how he handles it.
